situation report: 6/25 a.m. fair weather. Hancock is dealing with a fred problem; I am going to assume his defensive positions and relieve his units from defensive missions so he may can go north and put 'fred' in his proper place. Reynolds defending south maps and hanckock north maps. we are awaiting your return and for any new directives.

Halleck units are not under any Union commander's command. They provide a static defense against the CSA (you can not move them however due to some combat results they may retreat). I believe they are under perpetual "defend" orders.

Yup Hallecks troops are just the city/town militia and they are fairly bad at combat
